I watched a little bit of them to see what they had to say about Bill and his role in the movie, but I only watched it up until Dave's acid trip.

ok. so i bought the movie for 10 bucks at target. watched the outtakes & the interview where bill is using a british accent. thats it so far though. i LOVE that movie SO MUCH. Cheesy

It is Horsepower TV formerly Hot Rod TV with Joe Elmore, Chuck Hanson and Mike Galley.
 
I saw it too, they had a Horsepower TV mini-marathon on Sunday
